Twin sisters were charged with disorderly conduct on Tuesday after taking topless photos in front of a 5-year-old boy. Pam and Penny Crane, 29, are accused of snapping topless pictures in front of the child, a relative of the sisters.The women were wearing thong underwear and hosiery, while the 5-year-old appeared in some of the photos.

    Do the police and DA not know that it is legal to be topfree in Wisconsin? Breasts have been specifically defined as 'not indecent' and therefore not pornographic and not harmful to children. In New York, another state where such gender discrimination has been done away with, a woman received $10,000 dollars for being harassed in this way. A number of States and Provinces have specified that breasts, male or female, are not 'genitalia', not addressed by indecency laws and declared, in simple language, that female breasts are not 'indecent' and their exposure is not 'illegal'. Unfortunately, this does not stop people from ignoring the law, trying to get around the 'problem', or simply not knowing. They may try to enact local bylaws or use alternate charges like causing a disturbance or disorderly conduct. How is taking pictures in your own home 'disorderly'? Would men have been 'disorderly'? Women need to know their rights and the authorities need to respect them.
