The article barely touched on the term border town. You will find that the cultural rites of passage dictate that a young teenager will have a child. Some of these people don't even know how babies are made
The abstinence program will only work in a solid western society. I say that we hold the men accountable that are having sex with these underage girls.

"abstinence works every time it's tried.
no sex-no babies. no sex no V.D.
any questions?"
Sure, just one question.
How do you get teenagers to actually try abstinence?

When are we going to put people in office that serve the public and not their own personal agendas? The say no to drugs program was a total disaster. What makes those imbeciles in Washington think saying no to sex would work! Still they continue to spend money on the program. Wonder how many of them have said no to sex???????

"Abstinence-only" is a loser when it comes to sex education, but no effective program can be presented which does not recognize that refraining from sex is a valid choice, and that young people should not be ridiculed for making such a choice.

Trying to get teenagers to committ to abstinence is like trying to get a dog to committ to not bark. This is utter stupidity, teenagers will have sex no matter what we do and it's time to face that reality. What we need to be strongly pushing is safe sex and the reality of parenthood to deter from teen pregnancy.

In our sexually charged society it is impossible to avoid the message that sex is all that there is to obtain. We as a society glorify sex, and as a parent, other that becoming Amish and disconnecting the TV,internet, etc, there is no way possible to spend enough hours in the day to overcome these messages. How could abstinence based messages work, when the media of our day glorifies this lifestyle? I defy you to find one negative message about a sexually promiscuous lifestyle.
Our country has turned away from any moral code of any form, the story of the day is "I will do it my way, and whatever I think is right must be okay. There is no longer anything that is right or wrong just moral relativism that is justified through what the masses think.
The sad reality is that we have children that have to pay a very high price for choices they make.Lifelong diseases and unwanted pregnancies, choices to make that no one should have to make.Role models are important especially parents.

Problem with that is that role models are not the ones that kids should be listening to. This all comes back to parents. Talk to your kids. How hard is that. Help them to make better decisions. Parents that aren't talking to their children about these things shouldn't be parents in the first place.

Religion is bad for one's mental health - and as the link below explains, it is not good for your physical health either!

I agree 100% with emperor. I think we should teach our children that we prefer they abstain from sex, but not be so ignorant that we do not give them the tools if they chose the alternative to abstinence - which is safe sex. They will have sex - wouldn't it be better if they were prepared and knew the consequences of unsafe sex?

We've run this experiment. We know the results.
The lowest rates of teen sexual behavior and teen pregnancy are in Europe. What do they teach there about sex ed?
Pretty much everything...with emphasis on preventing STDs. Kids there start later than ours, and when they do have sex, are more likely to use a condom.

Where did you get your facts about Europe? I think you are a little off on ages, I can concur that they do teach about safe sex and that may along with birth control at 13 reduce the number of teen pregnancies.

Teach abstinence for the mind but pass out birth control for the body.
I bet the latter will work a 100% better!

Always amused/distressed by attempts to get young people not to enjoy the things their bodies are newly primed and ready to do.
Can we please stop trying to control sexual expression, and instead work to make sex a safer proposition for all? And, of course, let us educate the young, even provide the means, to help prevent unwanted pregnancy.
